A weather app seems like the most benign thing on your phone. You open it to check if you need an umbrella. You close it. You forget it’s there.
That’s exactly why weather apps have become one of the primary vectors through which your real-world location data flows to data brokers, advertising networks, and companies whose names you’d never associate with a weather service.
The cases that exposed this practice are well-documented. The business model behind them — where a free utility funds itself by selling the location data users must share to receive the service — is still operating across millions of devices.
The Weather Channel Case: Location Data as a Business
In January 2019, the City of Los Angeles filed suit against IBM’s The Weather Channel app, alleging that the app had been collecting users’ precise GPS location data under the guise of providing localized weather forecasts — and selling that data to hedge funds, retail businesses, and other third parties without adequately disclosing those uses to users.
The complaint alleged that The Weather Company (which IBM owned at the time) had generated hundreds of millions of dollars in revenue from a “Weather Monetization” program that sold location data to clients in finance, real estate, retail, and other sectors.
The core allegation: users consented to location access to get weather data, not to have their precise movements sold to third parties as a commercial product. The disclosure buried in the terms of service was, the lawsuit argued, insufficient to constitute meaningful informed consent for the scope of commercial use actually occurring.
IBM sold The Weather Channel app and its data operations to Francisco Partners in 2023. The underlying business model — providing weather services as a front-end for location data monetization — had been industry practice long before the lawsuit and continued in various forms after it.
AccuWeather: Sending Data When Sharing Was Turned Off
In 2017, security researcher Will Strafach discovered that AccuWeather was sending location data to a third-party analytics and monetization firm called Reveal Mobile — even when users had explicitly disabled location sharing in the app.
The data being transmitted included the Wi-Fi network name (SSID) and router MAC address from any Wi-Fi network the phone was connected to. This information can be used to determine location — sometimes quite precisely — even without GPS access. The Wi-Fi positioning database maintained by companies like Skyhook Wireless maps the physical locations of millions of Wi-Fi routers, allowing location to be inferred from router identifiers without the user ever granting GPS permission.
AccuWeather’s response at the time acknowledged the data transmission but disputed that it constituted “location sharing” since it wasn’t GPS coordinates. This framing — technically accurate but substantively misleading — illustrated the gap between how companies describe their data practices and what those practices actually enable.
Reveal Mobile’s business was collecting precise location data from multiple sources — including apps like AccuWeather — and selling location-based profiles to advertisers and other buyers. AccuWeather’s SDK integration with Reveal Mobile was how the company’s weather app funded itself while appearing free.
AccuWeather updated its data practices following the disclosure. But the incident revealed a structural fact about the free-app economy: even when you turn off location sharing, the app may have other paths to your location.
Why Weather Apps Are Particularly Effective for Location Harvesting
Weather apps are uniquely positioned for location data collection for several reasons that other free apps don’t share.
Location access is necessary for the core function. A free game can exist without knowing your location. A weather app, by definition, requires it — you need your local weather, not a national average. This means the majority of users who install a weather app grant location access immediately, because the app doesn’t work meaningfully without it.
Always-on background location is often requested. Many weather apps request permission to access location “always” — not just when the app is open — under the rationale that background weather notifications require knowing where you are when they’re triggered. This always-on access provides continuous location data, not just the snapshot you’d expect from manually checking the forecast.
The location data is valuable beyond weather. Weather apps attract location data that reflects where people actually live, work, sleep, shop, and spend time — across all weather conditions and times of day. Weather apps have historically flown under the radar, precisely because they seem benign. That low scrutiny made them attractive platforms for data practices that would attract attention elsewhere.
The Data That Flows Through a “Free” Weather Service
When you use a weather app that funds itself through data monetization, here’s what may be transmitted:
GPS coordinates, often with high precision — accurate to meters.
Wi-Fi network identifiers (SSID and BSSID), which can pinpoint location independently of GPS through Wi-Fi positioning databases.
Device identifiers — advertising identifiers, device type, OS version — that link your location history across sessions.
Timestamps and behavioral patterns — when you check the weather, how often, from which locations. A pattern of morning location A and afternoon location B, five days a week, is a strong inference about your workplace and home address.
IP address, which provides a coarser location estimate useful for cross-referencing and linking records across data sources.

Your precise location becomes a data point in a financial model.
Retail and real estate businesses use location data to understand where their customers come from, how they move between competitors, and what neighborhoods attract specific demographic profiles.
Political campaigns and advocacy organizations have used location data to identify people who attended political rallies, religious services, or advocacy events — and to target them with outreach.
Law enforcement, in the US context, has purchased location data from brokers to circumvent the warrant requirement that would apply to direct location tracking. In 2021, the Wall Street Journal reported that US military agencies had purchased access to location data derived partly from consumer apps. A 2024 report documented ICE’s purchase of location data from broker SafeGraph, which aggregated location data from multiple app sources.
The chain from your weather check to a government agency’s location database is not hypothetical. It has been documented in congressional testimony, journalist investigations, and regulatory proceedings.
How to Check Whether Your Weather App Is Doing This
You can’t audit an app’s server-side data transmissions without specialized tools. But you can make informed decisions based on available information.
Check the App Store privacy label. Apple requires apps to disclose their data collection practices through Privacy Nutrition Labels visible on the App Store page. Look at “Data Linked to You” — if it lists location data in that category, the app is explicitly disclosing that it links location data to your identity. Look for “Data Used to Track You” — this indicates cross-app tracking for advertising purposes.
Read the privacy policy — specifically the “sharing” section. The section of a weather app’s privacy policy that discloses third-party data sharing will reveal whether and how location data is shared with “partners,” “affiliates,” or “service providers.” Vague language like “trusted partners for business purposes” without naming categories of partners is a warning sign.
Check for SDK disclosures. Some privacy policies list the third-party SDKs (software libraries) integrated into the app. An SDK from a location data monetization company — names include Reveal Mobile, Foursquare (which acquired Factual), PlaceIQ, and others — indicates the app is part of a location data supply chain.
Use the platform’s app permission controls deliberately. On iPhone, you can set location access to “When Using” rather than “Always.” This doesn’t prevent data collection when the app is open, but it does prevent continuous background location collection. On Android, similar controls are available through app settings.
Consider a paid alternative. Weather apps with subscription business models — Dark Sky (before Apple acquisition), Weather Underground’s premium tier, and similar — don’t have the same incentive to monetize your location data, because users are paying directly for the service. Open-Meteo is a free, open-source weather API used by privacy-focused app developers. Apps built on Open-Meteo have no data-monetization relationship with a weather data company — the data provider is open-source infrastructure.
The Broader Lesson About “Free” Utility Apps
The weather app category illustrates a principle that applies across free utilities: when a service provides something you need (navigation, weather, flashlight, barcode scanning) for free, and the service has no visible advertising, the question to ask is how the service funds itself.
Often the answer is data. The utility accesses something your phone knows — location, contacts, local network information — and that access is the actual product being sold, with the utility as the means of obtaining permission.
This isn’t true of every free utility. Open-source software, apps from companies with separate revenue streams, and apps backed by non-profit organizations don’t have this incentive. But the pattern is common enough that “free utility app” should automatically prompt the question: free how?
Where Your Location Data Shouldn’t End Up
The files, photos, and memories that matter most to you — the things you capture and want to keep — shouldn’t be stored in the same data ecosystem as a location-harvesting weather service.
